APPLICATION STILL ON TRACK 2-15-12 LMS
The city, through the auspices of the East Central Idaho Development Company, is applying for a $500,000 Idaho Department of Commerce Block Grant. Rick Miller from the Rexburg based Development Company brought the Salmon City Council up to date on the application process.
In his February 15 presentation Miller told the council the city has been invited to submit an addendum which is a very good sign since it means the Governor’s office wants to take a further look at Salmon’s application. He said the addendum has to be submitted by March 2. Mayor Leo Marshall signed the cover letters that completed the addendum packet.
The addendum includes details of the Department of Environmental Quality (DEQ) loan agreement with the city for just over $3 million, the wastewater treatment plant facility planning study and details on the city’s successful Judicial Confirmation which allowed the city to enter into the loan. If awarded, the Block Grant will provide the city with financial assistance for the Environmental Protection Agency and DEQ mandated upgrades to Salmon’s wastewater treatment system.
Miller said the Economic Advisory Council of the Idaho Department of Commerce will be meeting in April to review grant applications. In May, Idaho Governor “Butch” Otter will announce which of the projects submitted from throughout the state have been chosen to receive the Block Grant funding. Miller said the city’s chances of obtaining the grant appear to be good since the state likes projects that are ready to go, “…and Salmon’s is one of those.”
Miller said that while awaiting news of the state selections the Development Company will prepare design specifications for the bidding process and around the end of March the environmental process required by HUD will get underway. He said taking the steps now will save time if the grant is awarded.
