HUMANE SOCIETY AGREEMENT 11-6-13 LMS

The city is in the process of reviewing and updating all the agreements it has with various organizations and the Lemhi County Humane Society is the current focus.

At first it was thought that the two agreements the city now has with the Humane Society could be combined into one. Upon review it was determined they should remain separate since one has to do with the lease of city owned land for the purpose of accommodating the Animal Shelter facility and the second agreement is in regard to what services are expected from each entity.

The cityís Finance Team has reviewed the two leases and has suggested the amount of city funding given to the Humane Society should be reviewed on an annual basis and that yearly reports on how that funding is spent should be made available.

Finance Team Chairman, Councilman Jim Bockelman, said one of the items listed in the present services agreement concerns feral cats. The agreement states the Humane Society will be responsible for the capture and transfer of feral cats to a veterinarian for spay or neutering. It also says if no home can be found for the feral it will be euthanized. He questioned whether or not anything about feral cats should even be included in the agreement since the Animal Shelter is now a no-kill facility and at times is unable to accept cats due to no vacancy issues.

Volunteers of the Alliance for the Control of Animal Populations have recently approached both the city and the county for funding to help support their organizationís efforts to control the feral cat population and to help defray cat owner costs of spay and neutering surgeries.

At the November 6 meeting of the Salmon City Council it was decided that since the cityís land lease agreement with the Lemhi County Humane Society is currently overdue and the operational services agreement needs to be updated it is time for a workshop meeting on all topics. Representatives from the Alliance for the Control of Animal Populations will be invited to attend and participate.

The workshop meeting will be Monday evening, November 18 at 6PM in the Salmon Valley Center meeting room.
