GRANT ADMINISTRATOR SELECTED 10-14-14 LMS

The Lemhi County Commissioners have selected the Development Company of Rexburg, Idaho to be the Elk Bend Community Block Grant Administrator if the grant is awarded.

The commissionerís October 14 selection, which took place during their regular bi-monthly meeting, was a step in the required block grant request paperwork. The selection shows that things are in place for proper grant administration should the money be awarded.

The Elk Bend Sewer District is applying for $500,000, the maximum amount allowed by the Idaho Community Block Grant program. The application has to be submitted by November 21. If awarded, the money will go towards critically needed upgrades to Elk Bendís 42 year old sewer system in order to bring it into compliance. The system services 122 households and it is estimated the project could cost upwards of $1.25 million. There is also hope it will cost less than that.

The district has been granted Judicial Approval to take on a low interest loan and will be applying to the stateís Department of Environmental Quality. The amount of the loan will depend on whether block grant monies are awarded and if so, how much.

Rick Miller of the Development Company was the only attendee at a public hearing which followed the official selection of an administrator. The hearing was to receive comments on authorizing Resolution 2014-13 which names the Development Company as grant fund administrator.

Miller said the company is still looking for other possible funding sources and that Development Company terms for administration costs will be negotiated if the block grant is awarded. He said word should be received on the funding award, or lack thereof, by April 2015.

After the hearing closed County Commissioners Bob Cope and John Jakovac passed a motion to authorize Resolution 2014-13.
