OPENING CLOSED 3-31-15 LMS

The March 31 bid opening to select a project manager for construction of the Rattlesnake Bridge abutments did not take place.

While awaiting the scheduled 2PM bid opening Lemhi County Attorney Bruce Withers was reviewing the published bid information as compared to the information sent to the bidders wishing to participate. He said he realized that, “…some of the material and substantive terms had been left out and so we are going to work to revise those documents so that everything meets Idaho Code requirements.” At that point the bridge abutment construction project will be rebid.

The two bids that had come in by the due date were officially rejected without being opened and returned to the two bidders who were both in attendance.

Withers said the county is well aware of the need to proceed as quickly as possible to meet the needs of the residents on the west side of the river and the needs of everyone. He said bringing a halt to the process wasn’t anything anyone wanted to happen but it was important to make sure the county met Idaho code requirements when going through the ‘process for procurement of public works construction’ as outlined in Idaho Code 67-2805. Withers said he felt not proceeding with the bid opening was the best way to protect the public and the county.

Once the bid is awarded a work contract will be negotiated.

The county will also be sending official notification of the crane work award to the companies which submitted bids. Those companies will now have a time frame of seven days to appeal the award of that contract.
