BRIDGE GRANTS AWARDED 5-6-15 LMS
Building a bridge to Island Park evidently ranks as a high priority statewide according to a report from city Community Development Project Coordinator Mary Cerise.
She announced to the May 6 meeting of the Salmon City Council that every grant dollar requested for the Island Park Bridge project has been awarded to the tune of $170,000.
The stateís Local Highway Technical Assistance Council has awarded $60,000 through its Rural Highway Investment Program. That money will be available as of October 1. The Idaho Department of Parks and Recreation has awarded $110,000 for construction of the bridge deck plus some related equipment costs. Those funds will become available on July 1 and are coming from the departmentís road and bridge fund. The original estimate on the bridge replacement was quoted at $250,000 which means the awards make up a match of half the estimated cost.
As far as the required permits Cerise said the US Coast Guard has given permit approval. The Salmon River is classified as navigable and runs from the Pacific Ocean to Salmon which puts it under Coast Guard jurisdiction.
The Idaho Department of Water Resources has not yet released an environmental permit. Cerise said it is hoped an Army Corps of Engineers permit will not be necessary since that could take a long time to obtain which in turn might mean the loss of this fallís construction window as well as jeopardize the availability of the grants just awarded. Whether or not that permit is needed is dependent on what bridge design is selected. If any ground disturbance work is done below the high water mark an Army Corps of Army Engineers permit would be required
Cerise said that in addition to the time-frame of grant availabilities there is the anadromous fishery window of March to July 7. She said the greatest window of opportunity for construction is the month of October due to fund availability, low water and fishery restrictions.
