TIME EXTENSION 5-20-15 LMS

A few years ago the Salmon Public Library Board granted the city a right-of-first refusal on the sale of the present library building which is next door to City Hall. The time limit on that right has expired and the city has asked for a six month extension which has been granted.

Ann Loucks, speaking on behalf of the Salmon Library Association Board of Trustees, told the May 20 meeting of the Salmon City Council that the board understands the city’s need for further assessment of finances and budgeting. She also said that while the association has extended the right-of-first refusal time frame to November 1 of this year they would really appreciate an answer as soon as possible.

Loucks said the hope is that the city will buy the building and do something wonderful with it for the community. She said the association will be happy to answer any questions whatsoever about the building or the price or a payment schedule and to please feel free to ask. She said they are willing to work with the city on any of the details.

The council was concerned that if the city decided to buy the building the purchase would have to be in the 2015-2016 budget and that budgeting process is just about to begin.

Later in the meeting City Attorney Fred Snook agreed the council needs to consider the library in terms of the upcoming budget and also consider how the building could be used plus options for raising funds or selling city owned properties. He questioned whether a decision could be reached this month due to unknown bridge costs and also said he’s not certain that a payment would have to be in next year’s budget if a decision was made to buy. He said it would depend on agreeable terms of payment and what other arrangements could be made.

Snook said the main thing is not to rush a decision based only on having to make a payment in next year’s budget.

The Finance Team will be meeting on May 27 to start discussions on options related to a possible purchase.
