|COMMISSIONERS SIGN RESOLUTION|
REFUGEE RESOLUTION 1-11-16 LMS
During the December 14, 2015 meeting of the Lemhi County Commissioners Molly Newcomb presented a draft resolution pertaining to the introduction of Syrian refugees in Idaho.
Her request to the commissioners was that they sign a resolution stating the county will not approve, participate in or proceed with the expenditure of any county funds to assist in the United States Refugee Resettlement Program in Lemhi County.
The proposed resolution which originated in Adams County also calls upon the governor of the state as well as the Idaho Legislature and all public officials within the state to desist from the placement of refugees anywhere in the state until the legislature has convened and passed legislation reflecting the will of the people regarding the refugee resettlement plans.
After a thorough discussion of the proposal the commissioners decided legal counsel was required and turned the draft document over to County Attorney Bruce Withers.
Based on Withers legal opinion, on Monday, January 11, 2016, the commissioners signed Resolution No. 2016-2 which states:
“WHEREAS, the Lemhi County Board of Commissioners is the duly elected governing body authorized to adopt appropriate ordinances, resolutions and police powers to protect the health, safety and welfare of the citizens of the County; and
WHEREAS, the Federal Government has by Executive Order begun the relocation of refugees from the Middle East to the United States through the United States Refugee Resettlement Program; and
WHEREAS, the issue of resettlement of refugees, particularly from the Middle East, is a matter of the most urgent concern to citizens of Lemhi County, because it raises genuine concerns over matters of national security, the influx of terrorists, impacts on public health, public safety, and the expenditures of public taxpayer funds; and
WHEREAS, the refugee resettlement process may create new and substantial financial burdens for the citizens of the County, in that the influx of refugee families will present unfunded burdens, including but not limited to, burdens on schools, law enforcement, and health care providers; and
NOW THEREFORE, BE IT RESOLVED that the Lemhi County Board of County Commissioners will not approve, participate in or proceed with the expenditure of any County funds to assist in the United States Refugee Resettlement Program in Lemhi County.”
The resolution was passed and adopted by Commissioner Chairman Richard Snyder, Commissioner John Jakovac and Commissioner Ken Miner.
