SPECIAL MEETING DECISION 2-17-16 LMS
The Salmon City Council has decided to schedule a special meeting Wednesday, February 24, at 5:30 to discuss how council questions shall be addressed the following day at the Whitewater Park pre-permitting meeting of agencies. The pre-permitting meeting is set for Thursday, February 25, beginning with a lunch at noon followed by a meeting from 12:30 to 3:30PM at the local Fish and Game Office.
Both the special council meeting and the pre-permitting meeting are open to the public but since they are not listed as public hearings no comments from the audience will be permitted. By law the only time a government entity is required to accept public comment is in the framework of a public hearing.
The decision to have a special meeting came during the February 17 City Council meeting and after a 45 minute discussion with Whitewater Park Association representative Breann Green.
Green said the agencies want to hear city thoughts on the permitting applications and the plans that have been proposed to this point. She said that for this meeting council members should think in terms of “If the park is going to be built, what does our dream park look like?” She said this is the phase for permit applications and structural engineering and that’s the input wanted. Green said a decision on whether or not to support building the park comes in Phase II. Phase II only happens if the permits are approved. She and City Councilman Russ Chinske emphasized there will be many more meetings if the project proceeds and this is not the only opportunity for input.
As far as a time-frame Green said the permit applications will be submitted in March and decisions will take around six months. If the applications are approved, Phase II terms of agreement discussions will begin in the fall.
City Clerk Mary Benton clarified that even though a quorum of the council will be attending the February 25 meeting and council notes will be taken it is not a council meeting, it is a meeting of the permitting agencies.
The move to have a special council meeting on the 24th was based on council feelings that it is important to formulate the best way to represent the public and to state citizen concerns.
Councilman Rob Jackson made the motion to hold a special meeting. Councilman Ken Hill cast the only ‘no’ vote.
The council’s February 24 special meeting was scheduled for 5:30PM in the City Council Conference Room at City Hall.
