BUDGET PROCESS PROPOSAL 4-20-16 LMS
Salmon City Councilman and Finance Team member Jim Bockelman relayed minutes of the teamís April 13 meeting to the April 20 meeting of the full council.
He said that Council President Jim Baker has some new ideas for the way the upcoming budget process could be approached. The ideas were discussed with the team and then on April 20 with all members of the council. The concept is for department heads to submit budget figures somewhere between five and ten percent less than last yearís budget and whatever of that percentage range is not allocated would go into a pool which would allow the council to move money to the fund that is most in need of it. The discussion will be continued at the next council meeting.
Finance Director Amy Fealko will soon be attending an Association of Idaho Cityís meeting which will focus on the budgeting process for cities. She will report her findings to the May 4 City Council meeting and a decision will be made then on if and when a date for a budget work session with department heads should be scheduled.
The Finance Team was led through intricacies of the most recent audit process by Certified Public Accountant Farrell Steiner, a partner in the Idaho Falls firm of Searle, Hart and Associates. An overview of the same report was presented by Steiner at the April 20 council meeting.
Bockelman said the Finance Team also discussed an issue regarding the replacement of an outside door to City Hall. The door is in between the main City Hall entrance and the old library building. An arrangement had been made for replacing the old door with a new one however the door has yet to be replaced. Bockelman said it was suggested that since a building renovation is planned to separate the old portion of City Hall from the Library, the door replacement could be included in that project. Money for the renovation project will be budgeted in the upcoming budget process. City Clerk Mary Benton was asked to officially conclude what work has been done as per the prior arrangement.
The next meeting of the cityís Finance Team will take place on May 11 at 11AM in the City Hall Conference Room.
