BRIDGE PAYBACK AND SIDEWALKS 5-17-17 LMS

The State has refunded $110,000 to the city for the Island Park Bridge project according to a Finance Team report given the Salmon City Council on May 17, by Team Chairman Jim Bockelman. He said there is still a small portion of work to be completed on the bridge and that 10 percent of the final payment is being withheld pending completion.

He said there is nothing out of the ordinary to report with 58 percent of the fiscal year budget completed.

Bockelman said a draft Memo of Understanding (MOU) between the city and the Lemhi County Economic Development Association is under legal review and will be presented to the council when it’s ready. The MOU has to do with repayment of the start-up fees loaned by the city to Lemhi Ride.

City Mayor Leo Marshall has received a letter from the Lemhi County Commissioners asking the city to re-visit the city’s contribution towards County Dispatch Services. Finance Team member City Councilman Ken Hill said he is handling the county request and will meet with Police Chief KV Felker to ask advice on how to proceed.

Bockelman said the team offered opinions about the amount of money the city should offer in the Cemetery Plot buy-back option being proposed. The opinions will be passed on to the full council for more discussion.

At its May 10 Public Works Team meeting a proposed ordinance was discussed which would allow city funds to be used in cooperation with property owners adjacent to damaged or unsafe sections of sidewalks and curbs. Public Works Team leader Councilman Jim Baker said a 50/50 expenditure split is recommended either with cooperative funds or by ‘in-kind-work ‘. The proposal calls for funds to be appropriated annually by council budget action. The team felt legal council is needed to determine if the city could direct replacement of unsafe sections and recommended the questions be considered by the full council.

The team discussed a formal process for connecting commercial or private entities to the city’s storm drain system. The team referred the matter back to the City Council for a discussion aimed at creating an ordinance.

The next Finance Team meeting will be at 1PM on June 14. The Public Works Team meeting will take place on June 14 at 2PM. Both meetings will be held in the City Hall Conference Room.
