MOTIONS TO ACCEPT 6-7-17 LMS
Under the terms of a Memorandum of Understating (MOU) between the city and the Lemhi County Economic Development Association (LCEDA) a start-up loan for Lemhi Ride will be paid back to the city in increments of not less than $100 per month.
Arrangements for the repayment had been discussed in previous City Council meetings and the council had made a few changes to the original MOU which were approved by LCEDA, the city’s Finance Director and City Attorney Fred Snook. The council votes for approval came from Councilmen Jim Bockelman, Neal James, Jim Baker and Ken Hill. Prior to the vote Councilman Rob Jackson pointed out that at the rate of $100 a month it will take 12 and a half years to pay off the loan. He cast the only ‘no’ vote.
At the request of City/County Building Official Gary Goodman, Teresa Morton of the Building Department has been appointed as acting City Planning and Zoning Administrator. Baker made a motion to that effect and it passed unanimously.
The council unanimously accepted with thanks a portion of VanDreff Street which has never been under city ownership. The section of street has been bequeathed to the city by the Ralph Benedict estate. The quit claim deed was accepted by passage of Resolution2017-3.
The council also unanimously approved changes to the city’s Conveyance of Cemetery Plots ordinance which will allow the city to buy back burial plots.
The approved changes read, “If the legal holder of a Cemetery Deed wishes to sell burial rights for unused plots back to the City of Salmon, they must establish proof of ownership. The seller shall execute a deed giving rights to burial back to the City of Salmon. Buyback amounts with a fixed minimum shall be set by resolution. If maintenance and recording fees were paid at the time of purchase they shall not be refunded.”
The buy-back policy will go into effect in the upcoming fiscal year.
